But, man... when you want to provide your reader a summary of the state of the art in field X, and someone in field X has written a lovely, concise summary, you just wanna quote the whole thing. There it is! Just exactly what you need!
But my impression is that the Powers that Be do not look kindly at a collection of page-long quotations linked together to form one's Background section.
