So, after much rambling, we come to it: how can a GM encourage more role-playing in his game?

Now class, is that a good goal statement? )

How do the KSAs play into this? Look at your goals. What Knowledge do you need to help the PCs insert themselves into the game world? To role-play the NPCs right? Are your own NPC-portraying skills up to that? If not, are your Plot skills up to the task of creating scenarios where the PCs will have cause to role-play off of each other? Can you create Conflicts to be solved through talking rather than fighting? Or can you create fight scenes that feature good role-playing? How will you build these opportunities into your game?

You'll figure out what you're good at, and then figure out how to use those Skills to achieve your goals. If you can't, you can figure out which skills are needed and try to develop them.
