But is this the same Dr. X from "Operation: Mindcrime"? If so, I'd consider voting for him.

I don't know what "Operation: Mindcrime" is, but I don't think so. This Dr. X is an alter ego of one of the two mad scientist main characters of the comic "Casey and Andy."

A few comics ago, he had to order a new drapey-mask thing in black; his order got confused with Cobra Commander's and he got a royal blue one instead. I think that's the closest brush with another continuity's Eeeevil Genius that he's had.
