Shoot, now I can't find the article... well, back around Halloween, a British politician got involved in another row over Muslim women wearing veils. And that lead to an interesting series of opinion piece where women who did and did not wear veils wrote in to explain their choices. Among the veil-wearing population, a common theme is that the veil offers them "protection" from men's lewd gazes, and makes men (and other women, one presumes) judge them not on their bodies, but on their minds (if they are living somewhere where they are allowed to speak to non-familial men, one presumes). Well, okay.

From a BBC report on Pakistan's attempts to reform its rape law:

"A woman is raped every two hours and gang-raped every eight hours in Pakistan, according to the country's independent Human Rights Commission. Correspondents say these figures are probably an under-estimation as many rapes are not reported."

The image accompanying the text is of a woman in a niqab.

But reforming the rape laws so that a woman doesn't need four male witnesses will turn Pakistan into a "free-sex zone" of "lewdness and indecency."

You know what's indecent? Gang-rapes every eight hours. Maybe if there were, you know, criminal consequences... How much more evidence do you need that what she's wearing's got nothing to do with it? How much more modestly dressed can you get? (Okay, burqas. That's about it.)

The solution to rape is not to make women invisible or remove them from public sight.
